Proposed Appointment of Honorary Alderman

The Council has established the practice of conferring the status of Honorary Alderman on Councillors who have left office and who have indicated that they do not intend to seek re-election to Kingston Council at some time in the future. The criterion for eligibility is 12 or more years’ service as a Councillor in the Royal Borough of Kingston upon Thames.

Former Councillor Patricia Bamford, who served on the Council from 2004 to 2021 has indicated that she would like to be considered for this honour and has confirmed that she has no intention of standing again for election to the Council.

In terms of process, the honour must be conferred at a special Council meeting, convened for the purpose, and approved by at least a two-thirds majority of those present and voting.

Subject to the Council’s decision, arrangements will be made for the new Honorary Aldermen to be ‘installed’ at the next Council meeting on Tuesday 12 October 2021.  It is customary to present newly appointed Honorary Aldermen with a framed illuminated scroll, and arrangements would be put in hand for the preparation of this.

Accordingly, the Council is RECOMMENDED to resolve that, pursuant to the provisions of Section 249 of the Local Government Act, 1972, and in recognition of the eminent service that she has rendered to the Council as a past Member, the title of Honorary Alderman of the Royal Borough of Kingston upon Thames be conferred on former Councillor Patricia Bamford.
