DECISIONS

 

In attendance: Councillor Andrea Craig (Chair), Councillor Phil Doyle (Vice-Chair), and Councillors Paul Bedforth, Jack Cheetham, Ian George, Liz Green (attending as substitute for Councillor Hilary Gander), Terry Paton, Mike Head (attending as substitute for Councillor Rowena Bass), Lorraine Rolfe, Thay Thayalan, Margaret Thompson (attending as substitute for Councillor Rachel Reid) and Jon Tolley.

 

Set out below is a summary of the decisions taken at the meeting of the Residents Committee.  The wording used does not necessarily reflect the actual wording that will appear in the minutes.

 

1.             

Surbiton Crescent Traffic Management Order and Traffic Assessment

 

Resolved that –

 

1.    The formal objections received in response to the publication of the Experimental Traffic Management Order (TMO-P236) as set out in paragraphs 19-22 be noted;

 

2.    The results of the Surbiton Crescent trial traffic restrictions assessment, as set out in paragraph 8-13 be noted;

 

3.    A Traffic Management Order be made to give permanent effect to the Surbiton Crescent trial traffic restrictions contained in TMO P-236 ; and

 

4.    The Director of Place be authorised to make design or construction variations to the above scheme in consultation with the Resident Services Portfolio Holder or any successor portfolio holder and the Opposition Spokesperson.

 

 

2.             

Go Cycle Programme: Kingston to Kingston Vale / Kingston to Tolworth (Phase 1: Penrhyn Road)

 

Resolved that –

 

1.     Kingston to Kingston Vale Go Cycle project

 

a)    The detailed design and construction of the proposed scheme as set out in paragraphs 12 to 19 be approved; and

 

b)    The Director of Place be authorised to make minor design or construction variations in consultation with the Resident Services Portfolio Holder or any successor portfolio holder and the Opposition Spokesperson for Resident Services.

 

2.     Kingston to Tolworth (Phase 1: Penrhyn Road)

 

a)    The detailed design and construction of the proposed scheme as set out in paragraphs 20 to 31 be approved; and

 

b)    The Director of Place be authorised to make minor design or construction variations in consultation with the Resident Services Portfolio Holder or any successor portfolio holder and the Opposition Spokesperson for Resident Services.

 

3.             

New map-based Traffic Management Order System

 

 

Resolved that the new map-based TMO system as set out in the report be approved for implementation.

 

 

4.             

Raeburn Road/ Ewell Road junction - new traffic measures

 

 

Resolved that –

 

1.         The views from Surbiton Neighbourhood Committee on 13 June 2017 be noted; and

 

2.         The traffic management measures proposed, and as set out in paragraph 10 and the revised Annex 1 as set out in the late material, be approved.

 

 

5.             

Appointments to internal working groups

 

 

Resolved that the appointments to the ICT Shared Service Member Working Board and the Go Cycle Member Officer Board for the 2017/18 Municipal Year, as set out in Annex 1, be approved.
