South of the Borough Neighbourhood Committee

In attendance: Councillor Rachel Reid (Chair), Councillor Lorraine Rolfe (Vice Chair) and Councillors Patricia Bamford, Clive Chase, Tom Davies, Andrew Day, Shiraz Mirza, Thay Thayalan and Margaret Thompson.


Set out below is a summary of the decisions taken at the meeting of the South of the Borough Neighbourhood  Committee.  The wording used does not necessarily reflect the actual wording that will appear in the minutes.


1.            Appointment of Chair and Vice Chair 2017/18




Resolved that Councillor Rachel Reid is appointed as Chair and Councillor Lorraine Rolfe is appointed Vice Chair of the Neighbourhood Committee for 2017/18.


2.            Enforcement action on Green Lane, Chessington




Resolved that the report is noted and that traffic engineers re-consult on proposals for waiting restrictions in the south of Green Lane (focussing the consultation on residences on Green Lane) and report back to the Committee at its meeting on 24 January 2018.


3.            Hook Road /Bridge Road roundabout service road:  Traffic Management Order consultation




Resolved that the proposed scheme is implemented as set out in Annex 1 of the report, and some ad-hoc enforcement is arranged for this location, using the mobile camera car, in conjunction with further surveys to quantify the level of non-compliance, and discussions with the Safer Transport Police on monitoring impacts, and further investigation of the costs (for example, if the camera car which monitors the nearby school at school closing is used to monitor a peak traffic period at this location of 3.30pm-6pm period).


4.            Tedder Close, Gibson Close and Field Close -  Experimental Traffic Management Order




Resolved that


1.         the outcome of the consultation is noted and the proposed scheme (as set out in Annex 1 to the report) is approved to be made permanent; and

2.         the scheme is monitored for 6 months after implementation of the permanent Traffic Management Order to assess any further impacts.



5.            Appointment of Community Adviser(s)




Resolved that Sue Towner and Simon Jakeman are appointed as community advisers on the Neighbourhood Committee for 2017/18.
