Proposed Appointment of Honorary Aldermen

The Council has established the practice of conferring the status of Honorary Alderman on Councillors who have left office and who have indicated that they do not intend to seek re-election to Kingston Council at some time in the future.   The criterion for eligibility is 12 or more years’ service as a Councillor in the Royal Borough of Kingston upon Thames.

The following former Councillors have indicated that they would like to be considered for this honour and have confirmed that they have no intention of standing again for election to the Council: 

  • Councillor Geoff Austin - 12 years of service
  • Councillor David Fraser – 24 years of service
  • Councillor Sheila Griffin – 12 years of service
  • Councillor Eric Humphrey – 24 years of service
  • Councillor Shiraz Mirza - 20 years of service
  • Councillor Ken Smith – 12 years of service

 

In terms of process, the honour must be conferred at a special Council meeting, convened for the purpose, and approved by at least a two-thirds majority of those present and voting.

 

Subject to the Council’s decision, arrangements will be made for the new Honorary Aldermen to be ‘installed’ at the next Council meeting on Tuesday 16 October 2018.  It is customary to present newly appointed Honorary Aldermen with a framed illuminated scroll, and arrangements would be put in hand for the preparation of this.

 

Accordingly, the Council is RECOMMENDED to resolve that, pursuant to the provisions of Section 249 of the Local Government Act, 1972, and in recognition of the eminent service that they have rendered to the Council as past Members, the title of Honorary Alderman of the Royal Borough of Kingston upon Thames be conferred on the former Councillors listed above.

Minutes:

A special Council meeting was convened for the purpose of conferring this status (which must be approved by at least a two-thirds majority of those present and voting).

 

Arrangements will be made for the new Honorary Aldermen to be ‘installed’ at the next Council meeting on Tuesday 16 October 2018. 

 

Resolved that, pursuant to the provisions of Section 249 of the Local Government Act, 1972, and in recognition of the eminent service that they have rendered to the Council as past Members, the title of Honorary Alderman of the Royal Borough of Kingston upon Thames be conferred on the following former Councillors:

 

  • Geoff Austin
  • David Fraser
  • Sheila Griffin
  • Eric Humphrey
  • Shiraz Mirza
  • Ken Smith
