Decision:

The planning application was permitted subject to additional conditions and a legal agreement. The full decision will be published within the minutes of the meeting. Please note that planning applications are not subject to the Community Call in Procedure Rules.

Minutes:

The Committee considered planning application 17/16192 for the demolition of the existing bungalow and the erection of a part single, part two storey building (with basement accommodation) comprising 1 x 3 bedroom and 2 x 2 bedroom dwellings, along with associated car parking and landscaping.

In their consideration of the report, and the information provided by the applicant at the meeting, the Committee noted that it was the applicant’s intention to retain a number of the trees that were ear marked for removal in the arboricultural report referenced in the officer report. Given the applicant’s stated intention it was the Committee’s view that, contrary to the aboricultural report before them, the trees labelled T4, T5, T6 and T8 within that report should be retained as they are important to the character of the area and will help to screen the development from existing properties.

 

The Committee noted that the highways authority had assessed access arrangements and that the highways authority were content with the arrangements proposed. The Committee also noted however that a ‘swept path analysis’ of the development’s proposed entranceway and parking arrangements had not been made available and the Committee agreed that such an analysis should be submitted to, and approved by, the authority prior to the commencement of works. The Committee were also mindful of the need to ensure that the neighbouring property at 10 Avenue Elmers retained its safe access at the rear of 10 Avenue Elmers and as such it was agreed that the clear delineation of this pathway, that runs along the entrance to the site, should be secured by condition and that this condition should be discharged by officers in consultation with the Chair.

 

It was also the Committee’s view that there should be, given the access constraints on the site, and in order to mitigate any impact on the amenities of the surrounding residential occupiers, a robust construction management plan. This plan should be submitted to, and approved by, the planning authority prior to the commencement of works. The Committee also agreed, given the existing problems with parking in the local area, that permission should be granted subject to the completion of a legal agreement that prohibits the future occupants of the development from applying for permits for the area’s Controlled Parking Zone.

18        The trees labelled T4, T5, T6 and T8 within the Arboriculture report are to be retained.

 

19        A swept path analysis of the development’s entrance and parking is to be submitted to, and approved by, the local planning authority prior to the commencement of works.

 

20        The landscaping scheme will ensure that there is a clear delineation of the pathway that runs alongside the entrance of the development site to the rear of the neighbouring property at 10 Avenue Elmers.

Resolved that the traffic management measures, as set out in Annex 1 of the report, are approved for implementation subject to consultation being undertaken with local residents and businesses.

Minutes:

The Committee considered the installation of traffic management measures on Ellerton Road following concerns that were raised by local residents about illegal driving that takes place against the one way system in Ellerton Road between Ditton Road and 4 Ellerton Road. Following the opening of a new supermarket on Ellerton Road the level of illegal activities has increased and this now includes incidents involving heavy goods vehicles using the supermarket’s car park. A video survey has subsequently confirmed that the road suffers from high levels of illegal driving.  

 

In order to address this issue officers proposed the introduction of carriageway narrowing and a speed table as well as a re-organisation of the current on street parking arrangements as set out in Annex 1 of the report. 

 

Resolved that the traffic management measures, as set out in Annex 1 of the report, are approved for implementation subject to consultation being undertaken with local residents and businesses.

The Committee commented on the Local Implementation Plan Annual Spending submission ahead of its consideration by the Residents Committee which will approve a list of schemes at its meeting on 13 September 2017.

The Committee commented on the Local Implementation Plan Annual Spending submission, as set out in Annex 1 of the report, ahead of its consideration by the Residents Committee which will approve a list of schemes at its meeting on 13 September 2017.

 

In their consideration of the submission the Committee made the following comments:

 

·         The Committee would welcome further information on what the Healthy Street Approach proposed for the A243 corridor will consist of in terms of deliverable schemes.

 

·         The Committee noted that the Alexandra Road Shopping Parade improvements will return to the Neighbourhood Committee for their consideration once detailed proposals have been developed.

 

·         The Committee noted that the bridge strengthening works for the 'iron bridge' on King Charles Road have still not begun yet the temporary barriers remain in place. The Committee asked for an updated timetable on these works to be provided by Network Rail.
