In light of recent events and following the latest Government advice on the Coronavirus, the Council has cancelled all its scheduled council and committee meetings until 11th May 2020. At present the law does not permit local authorities to hold 'virtual' Committee meetings but the Council is committed to maintaining full transparency in the decision making process during this period and an update on how its governance will work will be provided shortly.

The Council will keep its arrangements under continual review, having regard to guidance as it emerges.

Public Questions

Minutes:

A member of the public, Mr Graham Garratt addressed the Committee to request an answer to the last of his three questions raised at a previous meeting of the Committee.

 

Mr Garrett raised concerns about planning around Dysart School and asked what steps had been taken by the Council’s enforcement team in regard to enforcing compliance with planning permissions 14/16740/FUL and 15/16401/COND. It was explained that the enforcement team retain an open file regarding breaches of planning permissions 14/16740/FUL and 15/16401/COND, but the Council currently has an application under consideration designed to address those breaches (ref 17/16742/FUL), and enforcement action would be inappropriate until a decision has been taken on the merits of that application.

 

Mr Garrett’s requested an update regarding application 17/16742/FUL which had been considered by the committee in 2018. The Planning Officer informed Mr Garrett and the committee that they had been in contact with the applicant and relayed residents’ and the committee’s concerns regarding the lack of green space and landscaping, and that the applicant is currently considering these representations. Mr Garrett was made aware that additional information relating to the application had been submitted and it was under consideration by the Council.

 

Mr Garrett also asked if the council, as landlord of Dysart School, had taken steps to enforce covenants within the lease of Dysart School regarding maintenance of the school as a whole and, as he saw it, non-compliance with planning law regarding this building. The Chair apologised for the delay in a response being provided to this question and informed Mr Garrett that a written response would be given by the Council’s Asset’s team in due course.

Declarations of Interest

Minutes:

Councillor Diane White declared an interest in relation to Appendix B ‘Parking an St Andrew's Square and Westfield Road’ as she lived on one of the roads in question and had been involved in the issue. Therefore she declared that she would leave the room for the duration of that item and not take part in the debate or vote.

Minutes of Previous Meeting

Minutes:

The minutes of the previous meeting held on 10 September 2019 were approved, subject to the inclusion of a note that Ms Louise Tassell, who addressed the Committee was unable to raise all her questions in relation to public safety concerns regarding 5G Roll Out within the 30 minute time frame.

Following some uncertainty with regards to the boundary of the site and land ownership it was proposed to defer the item to a future meeting of the Committee. The motion to defer fell.

 

In their consideration of the report and the points made by the speakers, the Committee considered whether the proposed design would realise the potential of the site and the opportunities for contributing to the character and quality of the area.

 

The concerns expressed related to:

 

·         the height, bulk, scale and mass of the development;

·         the design quality;

·         proposal not in-keeping with the character of the area;

·         potential parking access issues;

 

Resolved to REFUSE planning permission for the following reasons:

 

·         The built form by reason of its form, bulk, scale, detailing, mass, and materials is of a poor design and fails to take the opportunities available for improving the character and quality of the area and the way it functions. As such the development is contrary to Paragraph 124 of the NPPF, 2019, policies 3.5, 7.4 and 7.6 of the London Plan, 2016, policies CS3, DM10 and DM11 of the Core Strategy, 2012.

 

Voting: Unanimous

Decision:

This report outlines the options available in St Andrew’s Square and Westfield Road, in response to petitions received from local residents asking for some changes to the existing hours of operations in their roads.

1.    The report be noted.

 

2.    taking into consideration the petitions received, consult with Residents of Zone “R” on changing the hours of operations to mirror Zone “S”, and reduce the number of pay and display bays in Westfield Road, and report the outcome back to a future meeting of this Committee for consideration.

 

Minutes:

Members considered a report which outlined options available in St Andrew’s Square and Westfield Road, in response to two petitions received from local residents asking for some changes to the existing hours of operations in their roads.

 

It was noted that following the receipt of an additional petition signed by 39 signatures from Westfield Road some amendments to the recommendations was suggested and outlined in the late material.

 

Members were in favour of proposals to consult with residents of zone “R” on the current hours of operation in their road and if they wished to see changed to mirror zone “S”. Furthermore to consult Westfield Road residents on reducing the number of pay and display bays in their road, and report the outcome back to a future Committee meeting for consideration.

 

Councillor Diane White left the room for the duration of this item and did not vote.

 

Resolved that –

 

1.    The report be noted.
