In light of recent events and following the latest Government advice on the Coronavirus, the Council has cancelled all its scheduled council and committee meetings until 11th May 2020. At present the law does not permit local authorities to hold 'virtual' Committee meetings but the Council is committed to maintaining full transparency in the decision making process during this period and an update on how its governance will work will be provided shortly.

The Council will keep its arrangements under continual review, having regard to guidance as it emerges.

Chair's Introduction


The Co-Chair in the chair (Councillor Green) welcomed all to the meeting and explained that the Council’s recent approved changes to the Constitution had removed the usual standing item on public questions from the Board’s agenda as the Board previous ‘strategic committee’ status had also been reclassified by the changes. She informed the meeting that a report would be presented to the next Council meeting proposing that the standing item on public questions be reinstated in the Board’s terms of reference.


The Board noted that with reference to the above and in accordance with the Chairman’s discretion in the Constitution, the Co-Chair (Councillor Green) would be allowing submitted questions from two members of the public (Dr Athar Yawar and Louise Tassell) relating to item 6.    




Declarations of Interest

Members of the Board are invited to declare any disclosable pecuniary interests and any other non- pecuniary interests (personal interests) relevant to items on this agenda.



Councillor White declared an interest in any relevant items for consideration insofar as she is employed in the voluntary sector.


Apologies for Absence and Attendance of Substitute Members


Apologies for absence were received on behalf of Councillor Bass, Dr Phil Moore and Patricia Turner. The Board noted that Sanja Djeric-Kane was attending the meeting in Ms Turner’s absence.


The Co Chair (Councillor Green) also informed the meeting that Ian Dodds had been appointed joint Director of Children’s Services for Kingston and Richmond Councils and would formally take up this position at the beginning of January.

Response to public question raised at Kingston Health and Wellbeing Board on 5G pdf icon PDF 233 KB

To advise the Board of the feedback from Public Health England regarding the data sources used in creating its guidance on ‘Mobile phone base stations: radio waves and health’.


Members had before them the report by the Director of Public Health setting out feedback from Public Health England (PHE) on the data sources used in creating its guidance on ‘mobile phone base stations: radio waves and health’ in response to concerns regarding potential health impact arising from the roll-out of 5G technology in the Borough. This information had been requested by the Board following concerns raised by a member of the public at the 3 September 2019 meeting.


The Board noted that the response from PHE references comprehensive scientific review reports and position statements which support the PHE view that exposures arising from wi-fi networks as used in schools and elsewhere, mobile phone base stations, and smart meters for monitoring of domestic energy usage, etc are small in relation to guidelines and are not expected to pose a hazard to the public. The situation with mobile phones, including their use by children, is somewhat different and central to PHE advice is that exposures to radio waves should comply with the guidelines published by the International Commission on Non-Ionising Radiation Protection (ICNIRP). ICNIRP is formally recognised by the World Health Organisation (WHO).


PHE has also issued precautionary advice to discourage the non-essential use of mobile phones by children. This precautionary advice recognises that exposures are much higher when mobile phones are held to the head to make voice calls than in other situations, although still within the guidelines.


The Board also noted that the WHO states that the main conclusion from its own reviews is that electro-magnetic field (EMF) exposures below the limits recommended in the ICNIRP international guidelines do not appear to have any known consequence on health. PHE keeps emerging scientific studies worldwide under review and supports the scientific processes and officially mandated organisations described above. PHE confirmed that it is also aware of other reports and groups that have made pronouncements on the topic but gives greater weight to documents that use rigorous review processes and base advice on the entire range of scientific information available.


Members were further informed that the Government and PHE are aware that there are people and organisations who believe more precaution is warranted for public exposure to radio waves in light of their view of the scientific evidence. However, the published reviews by the Advisory Group on Non-Ionising Radiation (AGNIR) and internationally recognised bodies do not, in the opinion of PHE, warrant more precaution than is already advised with respect to public exposure to radiofrequency fields. In conclusion, the Director of Public Health confirmed that the Council would continue to monitor the advice coming from central Government on 5G.


At the invitation of the Co Chair (Councillor Green), Dr Yawar and Ms Tassell then spoke in relation to the response received from PHE, reaffirming their concerns about the roll-out of 5G, and drawing further attention to studies and evidence that they believed highlighted the possibility of adverse health impacts, particularly in relation to children.     Presentation on Public Health Annual Report


    The Director of Public Health gave an oral report, with slide presentation, updating the Board on the launch (on 18 November 2019) of the Public Health Annual Report.


    The report and presentation covered the key aspects of the Annual Report on population change; demographics; life expectancy; causes of deaths; reducing health inequalities; role of place; themes – housing, streets and transport, surroundings, access to services, social connections and relationships; and recommendations relating to a ‘health in all policies’ approach.


    There were then questions from the Board and Dr Meerabeau asked about the TfL transport census, particularly in relation to data on whether cycling use is reducing car use. The Co Chair (Councillor Green) said that it would be appropriate for this matter to be added to the Board’s work programme, with information possibly provided by the highways team, for report back at a future meeting. Discussion continued with comments from members and responses from the Director of Public Health including on changes required to public transport by 2029 and initiatives encouraging the public to ‘get off the bus a stop early’, etc to increase exercise opportunities.


    RESOLVED – That the report be received, with transport census information on whether cycling use is reducing car use to be added to the Board’s work programme for report at a future meeting.

    Members had before them the regular report on partners’ updates and the work programme, including the late material circulated following agenda publication.


    The Board noted the partners’ budget updates with the continuing financial challenges faced, followed by the individual reports from Public Health; Achieving for Children (including the SEND Transformation Plan national update and information on the inspection of the authority’s children’s services); Kingston CCG (including the 5 year Health and Care Plan, establishment of a single SW London CCG from April 2020, planned care transformation programme and dementia diagnosis); Kingston Hospital NHS Foundation Trust; Kingston Voluntary Action; Healthwatch; New Kingston Better Mental Health Joint Needs Assessment and Adult Social Care.


    Discussion commenced and the Director of Public Health confirmed an update to the circulated late material on mental health joint needs, with a further stakeholder engagement meeting planned for 26 February 2020 between 12.30 and 16.00 on perinatal and children and young people. Members also noted a further correction to a typographical error on page 66 where ‘2010’ should read ‘2020’. On paragraph 73, the work programme, it was noted that for the 28 January 2020 meeting the annual report of the Director of Public Health should be deleted, with a 6 month update on the Health Care Plan to be added to the list of items.


    RESOLVED – That

    Annual Report of the Child Death Overview Panel (Kingston & Richmond) for 2018/19 pdf icon PDF 78 KB

    The Board considered the Child Death Overview Panel (Kingston and Richmond) Annual Report 2018/19 by the Director of Children's Services.


    Members noted that the report summarised the work of the Child Death Overview Panel (CDOP) in 2018-19. This Panel reviewed all expected and unexpected child deaths in Kingston and Richmond and was chaired independently by Dr Amanda Boodhoo.


    The number of deaths across Kingston and Richmond Boroughs had slightly increased, with a total of 25 deaths for 2018-19, compared with 21 for 2017-18, comprising 16 in Kingston and 9 in Richmond; the majority in Kingston being male. In Kingston there had been six unexpected deaths.


    28 deaths were reviewed during the year, 18 from Kingston. 18% (five cases) were thought to have had modifiable factors, and these were mostly unexpected deaths. The highest proportion of deaths reviewed were for children aged up to 12 months (68% for both boroughs, 83% of deaths in Kingston). The proportion of neonatal deaths (babies aged under 28 days) was 29%. There were two deaths in Kingston from Sudden Infant Death Syndrome. Due to the relatively high number of neonatal deaths in Kingston, when compared with pan-London figures, (3 in Richmond, 12 in Kingston), Kingston Council Public Health team are carrying out a review of infant deaths at this time to ascertain whether there is any learning from this, and actions to put in place to address the findings.


    Members noted that there were changes to the child death processes currently being rolled out that comply with the requirements set out in the Child Death Review Statutory Guidance.  The CDOP process was now the responsibility of the Kingston and Richmond Safeguarding Children's Partnership and it will pass to Kingston Hospital, overseen by the CCG and local authority. A regional CDOP had been created in SW London which will align to the developing STP (Sustainability and Transformation Partnership) footprint. This will cover Merton, Croydon, Wandsworth and Sutton, as well as Kingston and Richmond, and will meet monthly.


    There were questions from the Board on any commonalities around early deaths (such as poor housing conditions) and the Director of Public Health indicated that further information could be made available at a future meeting regarding evidence available for Member reassurance. Discussion continued and, in response to a further question from Dr Meerabeau relating to disappointing school response rates on allergies, the Co Chair (Councillor Green) proposed that a further report back on this issue should be made in 6 months when it was hoped that an improved response would have been received.


    RESOLVED – That


    (a)  the learning from the Child Death Overview Panel Annual Report be noted;


    (b)  the Kingston and Richmond Safeguarding Children’s Partnership be supported in disseminating learning to partners and the general public regarding child safety;


    (c)  the new sub-regional arrangements for overseeing the Child Overview Panel across SW London, which come into operation from Autumn 2019, be noted; and

    Patricia Turner


    On behalf of the Board, the Co Chair (Councillor Green) paid tribute to Patricia Turner who was standing down from her position as Chief Executive with Kingston Voluntary Action, thanking her for her past work with the authority and the Board. It was noted that Sanja Djeric would take over this role from 1 December 2019.
