Award of contracts for the provision of Professional Services: Transform Kingston Programme pdf icon PDF 118 KB

To approve the award of contracts to enable the required appointments of architectural and professional services, as set out below, to support all elements of the Transform Kingston Transformation Programme:

 

(i)            Provision of Leisure Architectural services

(ii)          Provision of Project Management, Employer Agent, Quantity Surveying Cost Management and Construction Design Management (CDM) Advisory services;

(iii)         Provision of Multidisciplinary Consultancy services.

The Committee is asked to RESOLVE that:

1. Following the evaluation of a tender called off via the Fusion21 Consultants

Framework, the contract for the provision of Project Management, Employer’s

Agent, Quantity Surveying Cost Management and CDM Advisory services be

awarded to Stace LLP up to planning application (RIBA Stage 3) with an option to

extend from RIBA Stage 4-7 up to November 2025 (and up to November 2024 for

services in respect of the Kingfisher Leisure Centre).

2. It be noted that, in accordance with the Contract Regulations, the Chief Executive

has approved the award of a contract for the provision of Project Management,

Employer’s Agent, Quantity Surveying Cost Management and CDM Advisory

services to Stace LLP at an anticipated aggregated value of £210,000 to enable

initial instructions to be made in advance of Committee approval of the full

contract award and to allow an initial purchase order to be raised.

3. Following the evaluation of a tender called off via London Construction

Programme (LCP) Dynamic Purchasing System (DPS), the contract for the

provision of Leisure Architectural services be awarded to FaulknerBrowns up to

planning application (RIBA Stage 3) with an option to extend from RIBA Stage 4-7

up to November 2024.

4. It be noted that the existing contract with FaulknerBrowns for the provision of

Leisure Architectural Services at Kingfisher Leisure Centre has been extended by

way of variation up to October 2021, for a maximum anticipated total value of

£240,000.

5. Following the evaluation of a tender called off via Procure Partnership Framework,

the contract for the provision of Multidisciplinary Consultancy Services be

awarded to the party named in the confidential annex up to planning application

(RIBA Stage 3), with an option to extend from RIBA Stage 4-7 up to November

2025 (and up to November 2024 for services in respect of the Kingfisher Leisure

Centre).

6. It be noted that, in accordance with the Contract Regulations, the Chief Executive

has approved the award of a contract for the provision of Multidisciplinary

Consultancy Services to the party named in the confidential annex for an initial

period from September 2021 at an anticipated value of £150,000 to enable initial

instructions to be made in advance of Committee approval of the full contract

RESOLVED that -

 

Following a mini-competition procedure held by the London Postal Services Board under Crown Commercial Services Postal Goods, Services and Solutions RM6017 Framework, Lots 3, the contract be awarded to Royal Mail Plc for the initial period of 3 years from 16 September 2021 at the contract value for the initial term of £720,000 with the option to apply 2 extensions for a further 2 years at the total contract value of £1,100,000.

Exclusion of Press and Public

The following resolution is included as a standard item which will only be relevant if any exempt matter is to be considered at the meeting for which the Committee wish to resolve to exclude the press and public:

 

“To exclude the public from the meeting under Section 100(A)(4) of the Local Government Act 1972 on the grounds that it is likely that exempt information, as defined in paragraph x of Part I of Schedule 12A to the Act, would be disclosed and the public interest in maintaining the exemption outweighs the public interest in disclosing the information”.

 

In the event of exclusion being agreed, the live stream of the meeting will be suspended for part or all of the remainder of the meeting.
